What is this sign trying to tell me?

Is that symbol telling me that no exploding cars are allowed on this road? (you may want to click on the image to see the larger version) Man, the solution to car bombs is so simple!

Even if you've run out of fuel, it is still against the law to burn your car on this road. Push it off to the side.
